Create Master Template authority is also granted to any name or group found in the Administrators field (also on the Security tab).

Something else I noticed about this feature. As an administrator, I was able to go into the properties box and set this field for a developer who didn't have the authority. He then went in and added some additional characters to the template name and exited. When he came back, the changes were no longer there (as you'd expect).

On a whim, I then made a copy of the template and the new copy DID contain the changes he had made in the proper field. Very odd...
